Right to Buy Valuations
Ensure a fair and informed purchase with a professional property valuation.
Understand your homes worth
Owning your own home is a major milestone, and the Right to Buy scheme allows eligible council and housing association tenants to purchase their home at a discounted price.
If you’re considering buying your home through Right to Buy, you’ll need a RICS-registered valuation to confirm the market value before proceeding with your application.
Check your eligibility for right to buy
To qualify for the Right to Buy scheme, you must:
Live in the property as your only home or your main home
Ensure the property is self-contained and only shared with family
Have no legal issues related to debt problems
Hold a legally binding tenancy agreement with your landlord
Have been a public sector tenant for at least three years (this period may be subject to change based on upcoming policy reviews).
Please note: The government is reviewing the Right to Buy scheme, and eligibility criteria, including the required tenancy period, may change. We recommend checking the latest updates or contacting us for the most current information. Not sure if you’re eligible? We’re happy to help clarify your next steps.
What is a Right to Buy Valuation?
A Right to Buy Valuation provides a professional, independent assessment of your home’s market value. It includes:
A detailed overview of the property’s location, construction, and condition, with photographs if required.
A comparison with similar properties in the area and their sale prices.
A fully justified valuation report, meeting all necessary requirements to support your Right to Buy application.
If your landlord challenges the valuation, you can use our report as evidence to counter or reject their offer, ensuring you receive a fair assessment.
With a RICS-registered valuation from Richard Russell Surveyors, you’ll have the clarity and confidence to move forward and make the right decision for you and your family.
We make it simple and stress-free

Good to know…
If you're eligible for Right to Buy, you can buy your home at a discount, depending on how long you’ve been a public sector tenant.
Joint applications:
You can make a joint application with someone who shares your tenancy; or up to 3 family members who’ve lived with you for the past 12 months (even if they do not share your tenancy).
Ex-council homes:
If your home used to be owned by the council, but they sold it to another landlord (like a housing association) while you were living in it, you may have the Right to Buy. This is called ‘Preserved Right to Buy’. Ask your landlord if this applies to you.
Discounts for houses:
You get a 35% discount if you’ve been a public sector tenant for between 3 and 5 years.
After 5 years, the discount goes up 1% for every extra year you’ve been a public sector tenant up to the maximum discount amount.
Discounts for flats:
You get a 50% discount if you’ve been a public sector tenant for between 3 and 5 years.
After 5 years, the discount goes up 2% for every extra year you’ve been a public sector tenant, up to the maximum discount amount.
You can check the maximum discount amounts on the Government’s website.
